ServiceNow is bought to change how work moves through an organisation and is frequently implemented to preserve exactly how it moved before. The existing approval chain, the existing categorisation scheme and the existing queue structure get reproduced in a more expensive system, and the platform becomes a better-instrumented version of the problem.
The tell is that reporting improves and outcomes do not. Everyone can now see how long things take, and things take as long as they did — because the delay was never a visibility problem. It was the process itself.
