GCC payroll is a compliance product, not an HR product
Global HR platforms handle leave, records and performance perfectly well anywhere. GCC payroll is different, because several country-specific obligations are non-negotiable and are handled badly or not at all by systems designed elsewhere.

Gratuity is the calculation that most often reveals whether a vendor genuinely knows the market. The rules differ meaningfully between countries and between resignation and termination — a vendor who cannot walk through the variants confidently has not built for the region.
Implementation advice
Parallel run at least one cycle. Run old and new simultaneously and reconcile to the fils. Payroll errors damage trust faster than almost any other system failure, and they are very hard to recover from reputationally.
Migrate accrued balances carefully. Leave balances and gratuity accruals carry real financial value. Reconcile them before cutover, not after.
Involve finance from the start. Payroll touches the general ledger, cost centres and cash flow. Late finance involvement is a reliable source of month-end pain.
Confirm the bank integration specifically. WPS submission works through banks, and integration quality varies by bank and by vendor. Verify your bank, not banks in general.

How important is Arabic?
